The Official Journal of the European Union published European Commission Directive 2014/79/EU, which sets stricter restrictions on certain types of flame retardants contained in toys. This new directive revised the Toy Safety Directive and added new restrictive measures. The flame retardants regulated by this directive include tris (2-chloroethyl) phosphate (TCEP), tris (2-chloropropyl) phosphate (TCPP), and tris (2,3-dichloropropyl) phosphate (TDCP). The new restrictions apply to toys for children under 36 months old and toys that can be placed in the mouth.

The specific summary of the revision instructions is as follows:

One is to establish limit requirements for TCEP (tris (2-chloroethyl) phosphate), TCPP (tris (2-chloropropyl) phosphate), and TDCP (tris (1,3-dichloropropyl) phosphate), with limit values of 5 milligrams per kilogram, respectively. The second is to add Directive 2014/81/EU to Appendix II of the new Toy Directive regarding the limit requirements for Bisphenol A (BPA). According to the testing methods of EN71-10:2005 and EN71-11:2005, the migration limit of BPA is 0.1 mg/L.

Tri (2-chloropropyl) phosphate (TCPP) has significant flame retardant properties, as well as plasticizing, moisture-proof, and anti-static effects. Therefore, TCPP is often used as a flame retardant in soft polyurethane (PUR) foam plastics in childcare products, children's toys and residential furniture.

TCPP belongs to Class 2 carcinogens and Class 1B reproductive toxic substances. Consuming TCPP can cause kidney, liver, and brain toxicity, damage health, and induce cancer. In Appendix C of the EU Toy Directive, the control limit for TCPP is 5mg/kg.
